Kudos to you for your courage and shame on the Council for waiting until they got the 'wrap around' grants. The Council Leader put economy before welfare when she could have bargained for future-funding from Government or something - we'll never know the harm caused.
Maybe press for money up-front - a 'Refugee budget', then aim to increase it?

On 15/11 Refugees Welcome Haringey had confirmation that Haringey Council will be resettling ten Syrian refugee families in the borough via the Vulnerable Person Resettlement scheme!
This is a fantastic development which could not have happened without your support – thanks to everyone who has signed and shared the petition, emailed their local councillor, and tweeted their support for the campaign!
However, so far no timescale has been announced for when the refugee families will arrive, so it’s crucial that we keep up the pressure and continue our campaign.
Make sure your voice continues to be heard loud and clear:
Residents of Haringey please contact your local councillors today to thank them for their role in moving this forward – and to ask them exactly when the refugee families will start to arrive in Haringey.
There’s still time for 4 families to arrive before Christmas!
