Help! Early Hours Noise Disturbances from local Public House
Does anybody have any advice on what courses of action are open to me in dealing with regular noise disturbances from the public house across the road from me in the early hours of the morning (typically between 12pm and 3am)?
The Public House in question has a licence to sell alcohol until 1am all days of the week except Friday and Saturdays when they have a licence until 2am. Patrons have an hours drinking up time and so this results in people not leaving the premises until 2am/3am.
The noise can take the form of loud music, shouting, singing, smoking and drinking alcohol directly outside the premises on the street. I was awoken several times yesterday evening and at around 2am I went over the public house to speak to the landlord about the noise on the street. He informed me that this was not his problem and that he would be doing nothing to resolve the situation.
I'm aware that that the council has an out of hours Enforcement Team to deal with issues of noise. Complaints have been raised historically (this has been an issue for the last couple of years since a change in ownership at the public house) with the enforcement response team, but this never seems to relate to a change in behaviour on behalf of the public house.
Anybody have any thoughts on next steps? Who should I contact? Licensing Team to get a review of their licence? Local police? Local Councillors?

Mark is a pseudonym, but when we see the person again we will most certainly continue the discussion politely. As we said, we are open to complaints from anyone.

I suspect that this is one of these situations where there are two sides to the question. I thought the pub's comprehensive response was very reasonable.
And honest of them to step up to the plate and identify themselves.

There was a comprehensive list of measures they take to prevent noise pollution from rowdy patrons yes, including supplying water and bar snacks (???) but it seems that if they are driving a sleep deprived neighbour to get out of his bed in an angry and upset state in the middle of the night they are not doing enough.

The supply of water and bar snacks is a requirement by law. It is one of the many useful practices used to reduce the possibility of disruption. Which is why I mentioned it. It's quite a detailed list and we embrace them all wholeheartedly. If you have better suggestions than the Haringey Council and licensing departments on how to deal with these issues, we would be happy to hear them and try them. I will note that we consider these measures to be effective, and have had very little in the way of complaints from any other residents. We aren't driving anyone out of their beds. We are operating a great pub and providing a welcomed and much loved service to the wider community, who all enjoy it on a regular basis without incident. The protocols and processes were clearly explained, they are excellent. It's seems that Mark was indeed driven from his bed in the middle of the night though, stressed and sleep deprived. It doesn't appear that he popped over just for the lols.

No, definitely not for lols, Sharon. Who knows what other things go on in people's lives which contribute to their stress. Mark is always welcome to come in and have a reasonable chat without abusing staff. You wouldn't tolerate abuse in your work place, and neither do we. Our staff work hard, and for little pay. They don't deserve it. Simple as that. And neither do our customers who had to witness it.

He stated in his post that the noise from the pub was leaving him sleep deprived and that on the night in question he had been woken several times. Enough to stress anybody out. There is a facility on HOL which enables a connection request where private conversations can take place btw.
