We are also selling and are in a similar position. Haringey building regs were very helpful and informative. We tried to get an item certified but couldn't unless we hacked off render etc. The problem was that it was more than two years since notice of works etc was given to the council and a completion cert was not requested at the time. However if your windows are quite clearly visible and straightforward to inspect I think you could arrange an inspection visit to get a completion certificate.
When we bought our house the seller could not produce a FENSA certificate for the sash windows they had installed. All that was required was for the seller to take out an indemnity insurance policy. Both my solicitor and the bank were fine with this. This would see us covered should the council enforce breaches of planning regulation. I believe they're fairly cheap policies, but also rather pointless as claims against them are small, but at least having it won't affect your sale.
