The point of a jury is to remove bias, though.

The IPCC is overseen by a Chair, ten operational commissioners and two non-executive commissioners. The Chair is a crown appointment and commissioners are public appointments.

The Chair and commissioners must not have worked for the police in any capacity prior to their appointment

what % of the people in custody is that? How much higher is the in-custody death rate vs the same population out of custody?

Just wondering where our local M.P David Lammy was today at the Mark Duggan vigil outside Tottenham Police Station, he was invited by the family yet never turned up, but then I shouldn't expect too much, this is the same man who could have prevented the Tottenham riots had he of taken an interest early on....useless waste of space, only interested in publicity for himself.....at least Diane Abbott turned up in the crowd !

Well we know where his thoughts were: "My thoughts are with the family of Mark Duggan this evening."

But "aspects of this verdict are somewhat perplexing and seemingly contradictory."

The body of the MP, with the rest of his brain, may have been at home tussling with the seeming, the somewhat and the aspects in preparation for a possible 2nd edition of his 2011 'Out of the Ashes'. The fact that his laptop and tablet were both found 7 metres from his body and brain is neither here nor there. But a noisy vigil is seemingly not the best ambience for assembling ones thoughts.
