Neighbours filling up my wheelie bins

Does anyone else have problems with neighbours putting rubbish in their wheelie bins?
I don't generally care too much if my neighbours put their rubbish in our bins (if they asked) due to lack of space but recently it has gone beyond a joke. Last weekend, all our bins were stuffed full of rubbish, much of which could have been recycled. It was then nearly two weeks till the collection and we can't put anything in any of our bins. We have had to go down to the dump for the last few weeks to put our own rubbish in the bin because our bins are full of other people's stuff.
We could see our neighbours come out of their house, dump it in our bins and then go back inside, so we know it is them. They have their own bin (not nearly full) and another one upturned in their front yard. So it's not like they don't have space in their own bin.
We've asked them not to do this anymore, but they continue to do it. Part of the problem is that they are students with limited English who smoke weed day and night and I'm not sure they really understand when we tell them about fortnightly collections and how it's bothering us not being able to use our own bins a lot of the time. (I am not aged 155 and no fun judging them for their recreational habits, by the way, I just want to have a bin I can use.)
I really hate throwing away loads of unnecessary rubbish that could be recycled and right now our bins are stuffed to the top with it all. Anyone had any similar issues? How did you deal with it?

How bloody annoying!
Probably not the correct thing to do at all, but I would be very tempted to dump it back in their front garden, so they get the message!
Alternatively, is it possible to somehow padlock your bin shut in some way (and open the day before collection?)
Also, I think getting in touch with the Council/Veolia may help. Their reps came to our residents' association meeting and I got the impression they are happy to go out and talk to people who are not recycling.
Finally, don't know if you've see the film or not, but there's always the 'Serial Mom' solution for non-recyclers!

We have two bins here and live on a busy walking commuter route. The 'upstairs' bin has no lid and I often see people (via my CCTV) walking down with carrier bags (their daily rubbish?) and dumping it in that bin. The odd tin or fag packet we don't mind but when these people are too house proud to dirty their own bins I think it's a bit cheeky.
A little tale from some years ago. My then upstairs neighbour was a dirty, selfish cow, (no other description fits) and would just throw a bin bag down from her window. Often these would burst but all would scatter around our small front yard. It looked like a rubbish dump but I was getting suspicious that not all the bags were hers. As I said, ours is a busy commuter route to the station and pre CPZ was also the local car park. One day I saw a car pull up and the driver got out, went to the boot and brought out a large full black bin bag and threw it into our yard. I was incensed at that but the driver was long gone by the time I got out there. In a fit of temper I took the bag and placed it on the bonnet of the car. When the driver came back later that evening he was very angry to see the bag on his bonnet. Of course he had a good idea where it had come from. But what I hadn't taken into account when I put the bag there was that the bonnet was hot. When he pulled it off, melted plastic was stuck to the bonnet and the rubbish was spilled every where! He was not a happy chappy. It was a win one lose one situation. I now had his rubbish littering the road outside my house but he never dumped his rubbish here again, at least not in my yard.

Actually I ordered a kitchen caddy and some garden waste bags and they said ten days, and indeed, ten days later I got: three garden waste bags, new outside food bin, kitchen caddy and biodegradable bags. This was much more than I asked for, so was quite chuffed. I know there are lots of complaints about Veolia, but I asked and I received, so yes it is worth a try.

We had to ask for a new, lidded, bin, plus a new food recycling bin to replace one which blew away in heavy winds. Veolia delivered both, quickly and efficiently.

I would love it if they could take away our old (freshly delivered) recycling bin that lost its lid. They delivered a new one, but left the old.

We've got a neighbour who does this - she refuses to have wheelie bins in her own garden so sneaks out in the dead of night and puts her rubbish bags into our bins. It's infuriating. Not sure there's a solution though...

A drugs raid should get the flat shut down for a bit, that should put a stop to it. Or contact the landlord, get them to deal with it. Or have the SNT pop round for a word, that should freak them out!

i have been waiting for garden waste bags, for almost a year, and depite several requests and their promises, none have materialised, maybe i should try again

Report them to Veolia and cc the council waste management team -- just as an example on how their skinflint fortnighly collections are not working.
