A RAPE monster who shocked the nation by grilling victims in court for KICKS returns to his old stamping ground — freed early after just 14 years.

Posing as an innocent cyclist, vile Milton Brown, 57 — caged for 21 YEARS — hides the eyes that terrorised his prey behind dark glasses.

Shorn of his trademark dreadlocks and wearing a hat with fake fur he was not given a second glance by women and children passing on the pavement.

Had they known his true identity they would have been chilled to the bone.

Brown was jailed in 1997 for a reign of terror so depraved an Old Bailey judge condemned the brute for "lacking the feature that distinguishes man from beast — namely humanity".

One woman who fell victim to the serial rapist was kept as a sex slave for three months at his lair in Camberwell, South East London.

Susan McDonald only managed to escape when he left her to attack a 31-year-old graduate at knifepoint.

Susan — who had been maimed with a pool cue, bottles and a nail-studded wooden plank — never got over her nightmare.

Another of Brown's victims was a widowed mum of three aged 38 — who he spent 15 hours raping.

Like Susan, she faced having to relive her hell in court after Brown sacked his lawyer so he could revel in quizzing them for days.

The ensuing revulsion led to a change in the law to safeguard victims from similar humiliation in future.

Susan's mum Sandra, 62, was not even tipped off Brown had been let out on probation after serving two-thirds of his sentence.

She raged yesterday: "It's an insult."

The mum explained: "Susan never recovered from what he did to her. There is nothing stopping my other daughter or Susan's son from bumping into him."

Brown — a convicted child-sex beast — has been given his own flat in Tottenham, North London, which the council is believed to be paying for.

The Sun witnessed him cycling unmonitored around the capital — including weekly trips to Camberwell to check in with probation.

Not sure Harrinayonline is right place for this sort of article.

Why? I thought that this forum was about our area... Im interested in peoples thoughts on how public services (Police; Housing; Parole) are making decisions that enables such decisions like this. As a female, I aint too happy he has been released early.

The council is probably obliged by law to house this individual. If there is fault, it lies with the criminal justice system and the parole board.

I agree, my concern is Tottenham Police already have a huge workload, Parole boards could have made decisions where this man could be housed, based upon the wider safety implications & supervision capacity of the Police.

If the system is not enabling interagency dialogue where his needs & capacity of the services in the area are assessed/discussed then there is a problem. Likewise, if there are those interagency discussions then.... how was this decided.

Either way, we are all affected by the of decisions & systems made by the "few".

What I think is wrong about this article is not the subject of the article, but that it is just a cut and paste of a story from the Sun not a submission from a member of the forum.

No one wants to think of dangerous criminals just wandering around in their neighbourhood, and obviously it's good to be aware, but ultimately he has been inside for 21 years and as the article states, is on probation, so I hardly think he is 'cycling unmonitored around the capital'.

The council will have an obligation to house him, and yes this may be unacceptable to many tax payers who have already paid for his 21 years in prison, but statistics show that helping rehabilitate anyone who has been in prison or in a mental health facility back into the community by providing housing and helping secure work makes them far less likely to re-offend.

His crimes were horrific, and it's not nice to think of at all, but he was caught and punished, unlike many more like him who are freely wandering around unknown to any of us.

I'm not sure, statistics tend to be fairly general, I'm not an expert, just adding context.

Horrific to think of him wandering around, but with overcrowded prisons also an issue and him having spent 21 years inside already, not sure keeping people locked up indefinitely is a viable option.

Clearly an issue that the government and other relevant authorities need to address.

I'm sure given the gravity of his crimes, he will be fairly heavily monitored and will obviously be on the sex offender's register.
