RAW sewage from Park Road Crouch End, surfaces in Lordship Rec; council complacency

LONDON Centric reports today that a building in Crouch End is (unwittingly) sending untreated raw sewage into London's river system.

On this occasion, Thames Water is not to blame. Responsibility may lie with "dodgy builders and DIY plumbers".

The filth "surfaces in a local Tottenham Park, filled with sewage and wet wipes". The Moselle Brook flows from west to east through the Lordship Recreation Ground, which is the park affected.

Haringey Council is reported to have declined to identify the building in Park Road. This suggests that council officers have undertaken investigation in order to narrow down the source to a single road in the Borough.

THANKS Hugh; perhaps between HoL and London Centric, Haringey Council may give this even greater priority.

The Mayor of London says he wants to clean up London's rivers and the Health Secretary says he's keen on preventative measures.

Given that this is a matter of public health and the environment, I would not be surprised—in the run up to the May election—if it were picked up by the local Green Party as an issue to campaign on.

The council is likely to remain satisfied with their PR emission referencing Thames Water, with which "we work alongside".

It’s an even greater problem than the numbers suggest.  These are just detected misconnections.  A glimpse at Google Earth shows just how many beds in sheds there are in London.  Many will have been constructed without permission and as they are hidden behind terraces go undetected.  Below is a small section of a single street in west London as an example.

If the picture of Haringey Greens in your link is anything to go by I doubt they are interested in environmental issues. Two of them are wearing the kefiyeh or hipster swastika. That suggests their 'green' is more to do with Islamist affiliations than environmental ones.

No Christmas tree in the picture either - shocking.

All part of the same problem.

I was visited last year by Thames Water, who made an appointment out of the blue, as they were trying to trace the source of one such misconnection (not us, thankfully). The guys who visited said they were working their way across the area — without specifying how large it was — so somebody (at Thames Water?) presumably identifed the problem in order to initiate the search.

Thames Water is harder.  All I could find was a general report a problem here.  

Planning enforcement isn’t quick unless it’s a danger I’m afraid.

Large areas of the borough are under an Article 4 direction that means conversion from single dwelling house to flats requires a planning permission.  An HMO also needs one.  You can check if they applied here.

It’s a horrible situation to be in Neil - feeling powerless to get something done about nuisance like this.  There is a requirement for HMOs to be inspected and the HMO licence can be withdrawn but it is sadly the case that the loudest voices get the attention.  Have you thought about getting your ward councillor on board?

I don't hold a high opinion of Haringey's building control

Building control is one of the least glamorous municipal departments and therefore gets little attention at political-level. There are no photo opportunities or chances for promotion relating to building control, which normally involves problems.

The most attractive areas of the council for a Cabinet Member to be associated with are entertainment and public relations. For example, (private) events in public parks, the Borough of Culture 2027 programme and People magazine. The leader is involved with all of these.

In the listing of Cabinet areas, the second in the list of four responsibilities of the Council Leader is Communications.

PR is the leader's area.

The leader may not have seen or okayed the statement issued to London Centric (under subhead "4", the seventh paragraph, after "… spokesperson said …"). However, the leader would likely to be content with it.

Satisfaction would rest on these factors:

  1. No news
  2. No dates
  3. Deflection
  4. Anonymous
  5. No fact or detail
  6. Net-Zero urgency
  7. Mention of "environment"
  8. No commitment to action
  9. The affectation of concern
  10. Avoidance of legal responsibilities

Does this not tick every Haringey Council PR checkbox!

In many ways this emission from PR is a model Haringey Council press release. As Cabinet Member for Communications, the Leader is likely to be well satisfied.

To the best of my knowledge, we haven't had any visits on Black Boy Lane but some friends on Harringay passage told me that they had Thames Water around a few months ago asking if they could put dye in the waste water to help track misconnections. So someone is doing something.

I suppose Black Boy Lane and surrounding areas are not part of the offending catchment.
