It's an interesting clip, thanks for posting. It doesn't, though, say where the water comes from. As it's treated water, I'd hazard a guess that it comes from the Coppermill treatment works next to the Walthamstow Wetlands near Black Horse Road.

Thanks Gordon, Straw Cat, and Hugh, for the info that the water is "pumped from the New River via Hornsey Waterworks."
