Depending on Thames Water's findings, it could be free.

 Else they may suggest using 'Water Safe' (registered) engineers as you cannot have any other plumber reconnect to their meter (assuming your supply is metered).  From my experience, TW charge  £500.00 for reconnecting upgraded / replaced pipes by non-Watersafe engineers.  

To find your own Watersafe plumber, go to TW's appropriate website to locate one near your post code.

When you do find someone YOU may want keep the pipes - both copper and lead - and sell them at a metal recycling place to recoup a few bob.

I did that and got £98 in hand.
