Parking permit needed on the ladder

Hello,

I am living on the ladder, Mattison road/green lanes, I am forced to move out and got a vehicle recently for it, I have been trying to buy some visitor parking permits from the council but they refuse my proof of address, and are making it very difficult... I was wondering if anyone here would have some I could buy by any chance?

The soonest would be the best!!
