I learned today that since 2007 it has been possible for residents of a neighbourhood within London to petition their local borough council to set up a local council. This would be equivalent to the parish councils they have long had in rural areas in England, but could be called a parish, town, neighbourhood or community council, as the local voters prefer.
Has this been raised here on HOL before. With over 2000 members, if most of them are registered to vote in the area, we must be well on the way to the 10% of electors we would need for a petition.
