Slightly confusing article about recycling banks from the Haringey Independent,

Clr Haley maintains they will be replaced and says:
“What we are trying to do is encourage tonnage over quality. We want to get more people actively recycling in the first instance and take it from there.”
He added the council was under pressure to meet EU targets or face a fine of millions of pounds that would be paid by taxpayers.
Which I think is the real reason for tonnage over quality.
And where does that leave residents who are not able to recycle through the Green Box because they live in a timed waste collection zone? At least they have the option to take reycling to the banks even if they don't always...
Anyone got any clearer idea what is going on here?
