Handyman to clean gutter?

Hi HOL,
We believe we have a flooding gutter on our third floor roof. I'm after any suggestions of a handyman who would be able to access this to clean it out.

Our window cleaner cleaned our gutters as a special booking as he needed to bring a different ladder. Our house is only two stories so not sure if he would go that high. He cleans for several people on the Ladder 07958 551315
