Harringay, Haringey - So Good they Spelt it Twice!

I received a notice to owner in July stating that back in May my car was seen parked without a permit in Warham rd. As I always without fail put mums disability bagde up on the dashboard for the whole duration of the visits each day be it back and forward to shops or just taking her out for a walk in the  park I knew that this wasn't true and contested saying I knew nothing of the parking ticket, maybe assuming that it if had occurred it was then removed by bored kids on half term etc but knew that I hadn't failed to display. 

I've had an acceptance of my representations but was horrified that they wrote, 'It would appear that this vehicle was driven off before the PCN could be affixed,'  unless I have taken leave of my senses this did not occur nor have I behaved in that manner at any time in my 22 years of driving nor would I with a four year old impressionable child in tow each day. I read months back somewhere that the enforcement officers get overtime based of the percentage of tickets that they dole out, suggested this on my email back to the council this morning objecting to their reasons for me not having an original ticket and will keep on at them until I get some answers, also said that I would be posting on here as I may not be the only 'drive off' non ticketed car I suspect.

There is no proof online of pictures for the PCN, wonder why? I have asked for proof as surely If he was about to ticket my car, couldn't he of taken a picture of 'me driving off'. I detest injustices and feel the need to inform others in case anyone else received notice to owners without having first had a ticket, just accepted the matter and paid the penalty which is unfair yet again as by the time of NTO, the amount has doubled.

I haven't got any answers from the council yet but am not letting this one go as these wardens are slap happy with their tickets anyway, have known of instances where they claim they observed the car for five minutes yet in truth the machine is being tapped into as soon as they happen upon the car.

Meg* Parking ticket (PCN) must be fixed to stationary vehicle. If not, it is invalid. You are being lied to by someone.  FYI. If you are in your vehicle and a ticket is being issued you are within your rights to drive away (don't forget to wave) before it's attached to your vehicle and there's nothing they or anybody can do about it.
 If the council has no photographic evidence the PCN is invalid.

Being lied to is right, they are telling me I drove off. Do they not take before and after attachment of ticket pictures? Pcn has been cancelled because I supposedly drove off-so why send me the notice to owner then, smacks of corrupt enforcement officers, somebody is having a laugh.

Sorry James, I probably didn't make myself clear when I wrote that, 'I've had an acceptance of my representations' and shall remember to wave if I ever decide to get in the car and drive off(without little one in tow of course). Thanks for your offer of help.

Meg, even though they've cancelled your ticket, please follow though and - and as you indicate - insist on answers. Simply going on what you posted, this PCN and the process which led to its issue need a hard careful look from someone senior in the Parking Service.

My experience - after several years doing battle with them  - is that the current senior managers of the Parking Service simply want to do a good job and have it well-run.

You might want to consider copying-in  John Bevan to your emails. He's the new "cabinet" councillor just appointed by Claire Kober.  John has some strengths - including an attention to detail and a sense of fairness once he gets the facts.  john.bevan@haringey.gov.uk

Will do Alan, Im not accepting this but have had no answers from them yet. I have had good experiences whilst dealing with the parking department previously, they were most understanding when I messed up after my mums burglary as I was constantly staying there then with her.

I will copy John Bevan to my emails and hope fairness will prevail and that the enforcement officer gets brought to book, just concerned that others may not have contested and paid the NTO, hoping that if there are more then the council do the right thing and refund these drivers. I have offered to meet him in person as I would love to see who claims I drove off from them to see does he recognise me from Adam, bet there is a little record there of what im supposed to have said an all.

It took two emails to Ann Cunningham, the first one was completely ignored. The second email which was also sent to a selection of relevant councillors, my MP and local press was replied to. Needless to say the reply and apology did not come from Ann Cunningham (head of parking), who is obviously too important to communicate with us minors.

It was at least pleasing to hear in their reply that as a result of my persistence, they have now refunded all other PCNs that were issued on the date in question.

It is no secret that the parking department's main priority is too increase council cash flow, and the term by 'fair means or foul' seems particularly relevant.

As I've said previously, it's such a shame the parking departments behaviour is so poor, when so many other departments within the council do a fantastic job.

Hi Doug, I read your post with interest at the time it happened and found it to be very unfair, am glad you got their initial decision overturned. Also very pleasing to hear is that your fight helped others be refunded as many will not bother to contest and this is what the council will hope for. What they don't expect is their enforcement officer to lie and cause me to kick off as I just don't find this acceptable in the least. I think copying in the councillors will do the trick as it did for you and will keep yourselves updated on my progress. Its a disgrace when it costs us drivers enough to keep on the roads as it is.
