Sunday market- confused

Just got an application request for market in mattison rd,

what am i missing here, are they changing it, extending it

or are the council just 4m out of date

love the music in my garden, mean really love the music esp the swing, seems like upstairs are ok and also my next door neighbours so we want more- drowns out the bible squad singing to the lord at the top of the school
