Shocking Discovery at Harringay Station

The new fencing at Harringay Station has just been covered up as thoroughly as a Victorian piano.

I asked a workman on the platform why and he explained that a passenger had apparently got an electric shock from the fence. So it's now covered over till they get it properly "bonded", whatever that might mean.

But it's stuck into the ground, how 'earthed' does it need to be? Or when it was put up did someone inadvertently dig into a live cable?
