Rooms must not be key operated from inside so if no euro thumb turns you can have a door handle no lock on bedrooms 

front and rear exit doors will need thumb turns if using mortise lock and Yale must have no snib so you can easily get out without using a key 

but if it’s rented to a family it’s not an hmo

All bedrooms, front and back doors should have thumb turn Euro Locks in case of a fire. Toilets must not be lockable but have a bolt or other device to turn by hand. Bathrooms can have a bathroom sashlock with a thumbturn. No other rooms should be lockable but have tubular latches. You really don't want to be looking for a key to a locked door, as a room is filling with smoke. 

Also, all smoke alarms should be wired into the mains, the consumer unit should be RCD protected, the electrical supply should be certificated and all gas appliances should have gas certificates with carbon monoxide alarms. Certain doors (the building regs change all the time) should be fire doors with intumescent seals and overhead door closers, all door furniture to be fire rated.
