Unhappy Black & White cat on Rutland Gardens

Hi,

This black and white cat has been hangng around 73-77 Rutland Gardens all day - it doesn't seem very happy at all - does anyone recognise it?

Hi

can you take him/her to a local vet to check the microchip? 
vets will do this for free and then contact the owner if possible. 
Far too cold for them to be out at the moment.
