British citizens have become 'passive bystanders'. They must be given more information and take more responsibility and help restore society.

The twin fiscal and democratic deficits facing the UK must be urgently addressed if we are to return to a path of growth – but government cannot succeed alone. Citizens must step up to the plate. Government, public services and society all rely on the willingness of citizens to participate. What will this mean?

People will have to get more involved with government and the democratic process. Would a "localism revolution", as the Conservatives seem to be proposing, help to re-engage citizens with government?

Our cowardice in dealing with one another has created Social Workers and about 30% more Policemen than we need. We cried to local government when we could not deal with our neighbours so they got funding and grew big. We were too scared to say to people abusing their children that they should not. We were too scared to tell young children not to do, they got older and learn't to do anything.

I don't think you can blame government. WE.
