Harringay, Haringey - So Good they Spelt it Twice!

I know why the houses next to the passage have barbed wire/broken glass/etc on their walls. And I know that this is not a new issue. But... between Duckett and Mattison Roads, somebody has recently put up a whole load of barbed wire at around head height actually in the passage (as opposed to on their side of their fence or on top of it).

Surely this is a danger to non-burgling pedestrians? Particularly any tallish partially sighted ones?

Indeed, is this legal?

Thanks, Ben. This is barbed wire, so I'm not sure whether that's acceptable. Do you have an email address for planning enforcement?
Glass shards, embedded on top of walls are definitely illegal.
For instance, emergency evacuation may require climbing over a wall.
About barbed wire : Razor wire guarantees harm, Barbed wire does not
