Comment by StephenBln on October 10, 2010 at 11:51: Presumably made for the British & American zones in Western Germany known as the BiZone and sectors in Berlin.
Rationing existed in Germany from 1939 until 1950, ending four years earlier than in the UK. The deutsche Mark (DM) was introduced in the Western Zones in 1948 and literally overnight the shortages in food and goods were ended. By 1950 the so-called Wirstschaftswunder or Economic Miracle was well under way..

I think this was made to let people know that in Germany regardless of the defeat and destruction they didn't have it quite so bad at all.
