In a little-trumpeted move, Haringey Council are set to abandon a long-established system whereby near neighbours of a planning application are sent an alert, inviting them to make comments on any proposal in the immediate vicinity of their property.
In what sounds like a grudging agreement to continue to do the bare minimum, Haringey's website says:
In line with the 2017 Revised Statement of Community Involvement consultation letters will no longer be sent for planning applications as of 1 June 2017. Where there is a legal duty to consult a site notice will be placed at each site.
Local groups can also sign up to receive notification of planning applications via email, and they can also use the Notiz smartphone app to receive notifications straight to their phone.

Thanks Hugh for this. Its interesting to see that Haringey Council are now formalising something that's been going on for some time. To my knowledge they haven't been sending alerts for at least nine months - that's when the first planning application went in for my next door neighbour. As for "a site notice will be placed at each site" - that often seems to be the nearest lamp post and at a level where most people, who are watching where they're walking or on their phones, will not see it.
As you say - not a great day for local democracy.
