Harringay, Haringey - So Good they Spelt it Twice!

Hello everyone

A group of local residents and other stakeholders from all three boroughs is currently gathering support to develop a Neighbourhood Plan for Finsbury Park (as introduced by the Localism Act 2011).

If approved, the Neighbourhood Plan would form part of planning policy, tackling issues such as:

•  The historic and natural environment (potentially including some or all of Finsbury Park itself)

•  The scale, location, and height of new development

•  Affordable housing

•  Retail, leisure and community facilities

•  Transport and connectivity

The group, which welcomes new members, aims to meet each month to progress this. We aim to involve as many local groups as possible. 

How “Finsbury Park” is defined for the Plan is still to be agreed. Boundaries of the Plan area will be developed through consultation over the next few months. As part of this activity, I'm pleased to share with you a 60-second online survey, to help define the boundary of the Finsbury Park Neighbourhood Plan area: https://finsburyparkplan.wordpress.com/boundary-survey/

It would be great if people would answer the survey, and then forward it on to any other groups or individuals thart you think might be interested - we are looking to hear from local people who don't associate strongly with Finsbury Park, as well as those who do!

Early results do show some identification with 'Finsbury Park' from the southern bits of the area that HarringayOnline has traditionally defined as the 'Harringay' neighbourhood, so I encourage you to express your own view regardless of how you feel! I've attached the latest iteration of our boundary discussion document so you can get a feel for the work we've done so far.

Whilst we recognise that an online survey may not reach all parts of our local community, these initial survey responses will help us have a better idea of which areas are more likely to be included in the Neighbourhood Plan, and areas that require more focused consultation, including door knocking, attendance at local events, and street surveys (using a paper version of the online survey, for consistency).

Hi Tris

We're just a steering group at the moment - a collection of interested locals, councillors and activists. In order to be designated a 'Neighbourhood Forum' under the Localism Act we will need to demonstrate that we are representative and include elected councillors and representatives of trade groups and so on.

I'm not entirely sure whether the park itself will end up being included, as it's not clear to me whether Neighbourhood Plans (which have to be approved by a local referendum) can influence an area of Metropolitan Open Land, but it's an open question.

Large parts of Haringey Borough are likely to be included, particularly east of Stroud Green Road and perhaps all of Stroud Green (not all of Stroud Green ward though of course).

I fully recognise that in London local areas or neighbourhoods are ill-defined and can overlap. But the very nature of Neighbourhood Forums, which have to have fixed and non-overlapping boundaries, mean that people may need to chose one identity over another. For now, we're asking people what they call their area, and secondly whether they feel that area to be part of Finsbury Park. I'm a bit of a Stroud Green nationalist, and think some of Stroud Green is in Finsbury Park and some isn't, so I recognise the complexity of the issue.

For what it's worth, I don't think that the area east of the railway line and north of the park is part of a 'Finsbury Park neighbourhood' but a neighbourhood of it's own - Harringay - but I don't live there so my view isn't important. Yours is though.

They are already invited to meetings. their interest is in the park, though, rather than the neighbourhood.

I'm not sure that a Neighbourhood Plan is narrowly relevant to the park itself, as the latter is Metropolitan Open Land and therefore not subject to planning regs of the kind you might develop in a Neighbourhood Plan. On the other hand, the Plan might be relevant to developments that could impact the park, such as revisions to the entrances, possible redevelopment of sites like rowans, etc.

Please include ourselves in any discussions.

  • What is your postcode? 
  • When describing where you live, what do you call your local area?
  • Do you feel that your local area is part of "Finsbury Park"? 

Whilst short surveys are admirable in some circumstances, this is an important issue. Do you really think that the responses to a survey of this sort confirm that your respondents understand the implications of what they're being asked? Does it form a sufficient basis on which to base, or even to start the process of, a significant change to local governance structures? I don't.
