Could a card for dog owners who allow their pet(s) to foul public parks and pavements be effective?

I am a dog owner and it drives me mad how often me and my kids have to run the dog poo gauntlet that is Wightman Road on the school run. I take bags out with me whenever I go and carry it until I find a bin. However, aside from the picking up issue round here, the council don't help as there are very few bins for dog waste.

I have written to them about this twice. I live on Seymour and walk to the railway bridge and cross over, so I pass several rungs of the ladder, and there is not a single dog bin along that stretch.

There are fines in place for owners caught letting their dogs foul, but clearly they are just not enforced.
