<p>Just been up in Muswell Hill and noticed there are five newly empty shops on the stretch of road by the cinema - I don't know which businesses have gone except for <em>Leila</em>, but it doesn't look good. I wonder if part of the problem is that Haringey charges £4 for an hour's pay and display parking up there - that's £1 more than in Crouch End or Harringay.</p>

<p>Harringay Traders are concerned about proposed increases in parking charges for their customers. They have just sent the following email to Cllr. Canver, Councillor for St Ann's ward (The Gardens and the areas to the north and east of there) and cabinet member responsible for parking charges.</p>
<hr/><p>Dear Cllr Canver,<br/> <br/> We write on behalf of the Harringay Green Lanes Traders Association, representing nearly 200 shops along Green Lanes.<br/> <br/> We have now received extensive and comprehensive feedback from our shop-to-shop canvass with shop owners and members of the general public. We strongly urge the Council to re-considered Harringay Green Lanes to remain in the Mid band for parking charges. Below are the main points we would like to make concerning the impact this will have on Green Lanes high street:</p>

<ol>
<li>Small businesses are disadvantaged by the larger companies. Every Sainsburys, Tescos, B&Q, Homebase etc has their own car parking facilities, whilst the high street business rely on the limited Council controlled parking bays. By increasing this cost, you are effectively supporting the larger companies than the local shops. This will have a huge adverse impact to local high street.<p> </p>
</li>
<li>At a time of rising costs in fuel, business rates, VAT, and national insurance, a 114% rise in parking charge seem unbelieveable, unfair and unjust.<p> </p>
</li>
<li>Green Lanes is not like Crouch end or Muswell Hill. A simple breakfast with coffee at Café Lemon is just under £5, whereas a similar meal in Muswell Hill is nearly £10. The demographics of Green Lanes shoppers are much more akin to Tottenham than Muswell Hill.<p> </p>
</li>
<li>Existing customers can find alternative shopping centres like Tottenham High Road and Angel Edmonton (Fore Street) for the Turkish/Kurdish food groceries and restaurants, and Arena Shopping park where parking is completely free. The Arena management has put up signs - that their carpark is only available to Arena shoppers.<p> </p>
</li>
<li>We note that Muswell Hill and Crouch end do have alternative parking facilities on adjoining roads, whereas Green Lanes is completely surrounded by all day CPZ.<p> </p>
</li>
<li>This scheme is unfriendly to the Retail trade and will drive away retail businesses and instead attract more restaurants and takeaways because parking becomes free after 7pm, and no CPZ after 6.30pm.<p> </p>
</li>
<li>Wood Green should have a banding on their own, rather than the rest of the town-centres joining them. Wood Green is a major north London shopping centre with large household named shops and with well equipped NPC car parks and transport links.</li>
</ol>
<p><br/> We feel that this increase not only damage local trade, but could also reduce Council income when the shoppers are scared away. We fully support the increase to parking charges in the Mid band. Digging a little deeper, I found that Haringey is the second most prolific issuer of parking tickets outside the centre of Town. As you'd expect, the pack is led by central boroughs, Westminster, Camden and Kensington & Chelsea. Two inner London boroughs, Islington & Lambeth, take up fourth and fifth spots. Sixth is Newham, followed by Haringey.<br />
<br />
Neighbouring inner London Hackney issued only <u>half</u> as many penalty charge notices as Haringey.<br />

Is our borough being vigilant or are our traffic officers trigger happy?<br />

Till now you have paid £25 pa for the privilege. Not any more.<br />
<br />
<b>From April 1st your Essential Services Permit will cost you £300 - £600pa.</b><br />
<br />
This will be based on your emissions. A 1300cc car will cost the owner £300 for a permit. Some vehicles will be charged £150pa but that probably only covers a Toyota Prius or a well behaved donkey.<br />
<br />
Instead of weaning people onto higher charges by using a gradual increase the council have gone for the blunt instrument.<br />
<br />
<u><b>Why?</b></u> Because there is a serious shortfall in central government funding to the council, oh and the borough wants to be the greenest borough in London.<br />
<br />
Fine, but we do want our schools & hospitals to run properly. Taxing their staff out of the borough isn't a good idea.<br />
<br />
When these rumours of higher parking charges started to circulate I contacted Gina, one of our local councillors. Here is a reply from the Head of Parking;<br />

Dear Cllr Adamou<br />
<br />
Thank you for your email raising concerns regarding the Essential Service Permit Scheme.<br />
<br />
A new staff travel plan is being introduced across the council as part of our commitment to <b>tackling climate change at a local level</b>. The review of the Essential Service permit scheme [ESP] is an essential element of this and the revised scheme will be implemented alongside a number of other measures on 1 April 2008.<br />
<br />
<br />
The scheme as it stands is <b>not sustainable</b>. Demand has grown in recent years, with additional services / organisations being issued with permits. This has resulted in the scheme expanding without appropriate consideration given to its impact on available parking spaces. As such we have undertaken a fundamental review of the scheme, which looked at the qualifying criteria, conditions of use and charges.<br />
<br />
Schools will be considered on an individual business case basis. The factors that will be considered are operational needs, availability of car park space at the school or in the immediate area, and proximity to public transport facilities.<br />
<br />
Details of the Staff Travel Plan are being communicated at present to all staff and I will be writing to all existing ESP holders very soon to notify them of changes to the scheme and invite them to reapply if they feel that they meet the new criteria. We are also arranging drop in sessions for staff and I hope to have the opportunity to speak directly with teachers about the changes.<br />
<br />
The ESP charges have not been reviewed for several years and need to be brought in line with other permit charges. The new charges are higher and represent the value of the permit. The charges will also be based on CO2 emission bandings, and will range from £150 to £600 [charges for building maintenance differs slightly] depending on the banding.<br />
