<p>On Monday evening, <span>cabinet member for environment, transport and the climate emergency and deputy leader of the council, Mike Hakata, joined almost 100 Ladder residents on a Zoom meeting organised by community group Harringay Ladder Healthy Streets (HLHS).</span></p>
<p><span>In the context of the introduction of a number of low traffic neighbourhoods (LTNs) in the borough, the meeting was set up to answer residents' questions about what solution will be brought to the Ladder to finally deal with the huge volumes of traffic passing through the neighbourhood.</span></p>
<p><span>Whilst Mike gave few clues about what shape any solution might take, he did appear to show a real understanding of the need to deal with Ladder traffic and he skteched out some outlines about how the project would run.</span></p>
<p><span>"There must be a solution for the Ladder", he said. "This has been one of the most critical zones of traffic issues in the borough for two or more decades".</span></p>
<p><span>Mike then outlined a series of three parallel projects to deal with traffic issues in the central part of the south of the borough. The first, already in play, is dealing with the Woodlands Park area (referred to as the St Ann's LTN). The second will deal with the Ladder. The third will focus on just Green Lanes. Mike said that the Ladder project will include the rung roads, Endymion Road, Wightman Road and Turnpike Lane.</span></p>
<p>The timetable will build on the initial consultation that took place in February through the <a href="https://harringayladder.commonplace.is" target="_blank" rel="noopener">Commonplace map approach</a>. </p>
<p>Mike told the meeting that the council is currently finalising the contract with <a href="https://www.nrpltd.com" target="_blank" rel="noopener">consultants NRP</a> to run the consultation and support the design process.</p>
<p>By January/February 2022, Mike said that he expects to be consulting again with community groups, including the Harringay Ladder Healthy Streets group.</p>
<p>Initial designs, he promised, should be published after the local elections in May and he said that we could reasonably expect work to start next summer.</p>
<p>Let's all get involved and meanwhile keep our fingers crossed and hope that this time the council is prepared to show sufficient boldness to finally deal with the Ladder's traffic.</p>

<p>· the 2017 Green Lanes Transport Study (the main results of which you may recall were the permanent closure of Warwick Gardens and the changes on Wightman Rd moving parking off the pavement and adding the contortions that have actually made it more dangerous) and</p>
<p>· what impacts there might be from the proposed Low Traffic Neighbourhood for St Ann’s.</p>
<p>However they also go on to say that this new Review needs to take into account “current traffic conditions and the concerns from the community to arrive at a list of future actions needed to tackle traffic problems and increase rates of walking and cycling in this area of the Borough”.</p>
<p>So the scope is wide. <p>The group outlines its main aims in five bullet points:</p>

<li style="font-weight: 400;"><span style="font-weight: 400;">streets safe for everyone including children and those with difficulty getting around</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">preserved vehicle access for local residents, businesses, and places of worship</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">a healthier high street and better use of space for local businesses and residents</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">safer cycling and walking around the neighbourhood and commuting routes to/from Central London </span></li>
</ul>

They are putting forward a request for a Low Traffic Neighbourhood around St Ann's Ward, though, in response to the problem they have with rat running! In the pitch: "This area of the borough suffers from significant problems of rat running, high levels of congestion and low air quality."</p>

<p>It's with crushing disappointment, and no sense of surprise whatsoever, that I see that the Ladder and Wightman have been left out of Haringey’s Streetspace Plans pitching for TFL funding. They are putting forward a request for a Low Traffic Neighbourhood around St Ann's Ward, though, in response to the problem they have with rat running! In the pitch: "This area of the borough suffers from significant problems of rat running, high levels of congestion and low air quality."</p>
<p>It honestly beggars belief that this area, already protected from rat running from traffic from the west by closing the Gardens is somehow a bigger priority for a Low Traffic Neighbourhood than the Ladder, which demonstrably carries more rat running traffic. It's so counterintuitive as to be absurd. The result of even more streets around the Ladder being closed to traffic will be the inevitable displacement of more traffic on to the Ladder. The Ladder and its traffic, rat running and polution problem seems to be literally invisible to the council and it's ongoing policy, it seems, to surround the entire Ladder, north, south, east and west, with no traffic roads. </p>
<p>And no school street scheme for either North Harringay or South Harringay primary schools. </p>

<div>Haringey Council may soon have access to emergency funding that could potentially see tangible changes to the boroughs cycling and walking infrastructure by way of cycle lanes, street closures, low-traffic neighbourhoods and pavement widening. The success of the applications depends on the proposed changes being bold and providing immediate improvements. Guidance for one pot of funding from the DfT states "Anything that does not meaningfully alter the status quo will not be funded". Our council leaders need to be truly bold in their proposals.<p></p>

<div>The detail is limited at this stage however the council, subject to funding, intend to build a cycle lane between Wood Green and Manor House. This will either be via Green Lanes or Wightman Road.<p></p>
</div>
<div>Other potential improvements in the borough which will have a direct impact to Ladder residents will be the future iteration of the Liveable Crouch End scheme and a low traffic neighbourhood in St Ann's.<p></p>
</div>
<div>Geographically, the Ladder is stuck between a rock and a hard place - the railway line and busy Green Lanes. Many in the past have sought to make improvements to our oft forgotten corner of the borough which suffers from the brunt of through traffic.<p></p>
</div>
<div>We have sat in our homes during lockdown and wondered how we could make this strange new environment of low traffic permanent. We have seen again, for a brief moment, what Wightman Road could look like if cyclists and pedestrians were given over to the endless traffic.<p></p>
</div>
<div>The traffic is returning and we have a window of opportunity to push the council to make bold changes:<p></p>

<li>Provide cycle lanes on Green Lanes or Wightman Road</li>
<li>Reduce traffic on the Ladder and filter Wightman Road</li>
<li>A low-traffic neighbourhood for the Harringay Ladder</li>
<li>School Streets for North and South Harringay Schools</li>
