<p>The HDV, which was predicted to be worth £4bn eventually, was a plan to transfer large swathes of council land into a jointly owned vehicle before demolishing estates, such as Broadwater Farm, and building new homes.</p>
<p>Haringey Council, in its defence documents, denied all wrongdoing, pointing out that the procurement documents for the vehicle said it “reserves the right at any time… to cancel or withdraw from the competitive dialogue procedure at any stage”. The documents also said: “For the avoidance of doubt, the authority and its advisory team have no obligation whatsoever to reimburse any bidder in respect of any cost, economic loss or other loss of profit.”</p>
<p>Lendlease claimed in court documents that it “had an enforceable legitimate expectation that in the event of abandonment they would be reimbursed by the defendant in respect of expenditure that was incurred in respect of the HDV”.</p>
<p>Nevertheless, the two parties have now settled out of court for an undisclosed fee, bringing a likely end to the long HDV saga.</p>
<p>The HDV was originally planned by Haringey’s Labour council but a wave of deselections by local members saw leader Claire Kober lose control of the council in the elections last May.</p>
<p>The new Labour administration, led by former anti-HDV councillor Joseph Ejiofor, voted to scrap the vehicle in July last year, saying it did not agree with the large-scale transfer of public assets out of public ownership and thought the risks to the council were too great.</p>
<p>After the vote, the council was forced to pay £520,275 to Lendlease to cover the council’s share of setting up costs. It had already spent a further £2.5m, excluding staff costs, on the HDV.</p>

<p>After local opposition, however, pro-HDV Labour councillors were deselected by local party members and replaced with anti-HDV candidates, who took control of the council in May’s local elections.</p>
<p>In July, the new Council voted to cancel the HDV and establish instead a wholly-owned development company.</p>
<p>The resolution of the dispute, in which Lendlease was trying to claw back some of the £4 million it had already spent on the Haringey Development Vehicle (HDV) joint venture, clears the air for Lendlease's other project with Haringey – the 2500-home High Road West scheme in Tottenham to redevelop public housing and disused land into a mixed residential and commercial precinct.</p>
<p><span>The terms of the settlement have not been made public, and neither Lendlease nor Haringey would comment further.</span></p>

<p>The day before the council meeting in which the HDV was formally dropped by Haringey, Dan Labbad, chief executive officer for international operations and Europe at Lendlease, wrote to Joseph Ejiofor, council leader, and Zina Etheridge, chief executive.</p>

<p>Inside Housing is reporting today that Lendlease threatened Haringey Council with a multimillion pound lawsuit for loss of profit from their controversial development vehicle, ahead of a vote to scrap it last week.</p>
<p>The day before the council meeting in which the HDV was formally dropped by Haringey, Dan Labbad, chief executive officer for international operations and Europe at Lendlease, wrote to Joseph Ejiofor, council leader, and Zina Etheridge, chief executive.</p>
<p>In the letter he warned: “If the council proceeds to seek to abandon HDV, that will expose the council to a significant loss of profits claim as well as a restitutionary claim for Lendlease’s costs, and a claim for the value that Lendlease has contributed to the council.”</p>
<p>Cabinet papers last week revealed the council’s belief that it had to pay another £500,000 to cover Lendlease’s costs, in addition to the £2.5m already spent on setting up the HDV.</p>
<p>Mr Labbad, however, wrote that Lendlease’s costs to date are £5m. He did not give any estimate for the amount of profit the company believes it would have made.</p>
<p>Originally, the council predicted that the land transferred into the vehicle – to be jointly owned between it and Lendlease – would eventually be worth £4bn after development.</p>

<p>The left-wing of the Labour Party is trying to claim credit for defeating the right wing of the Labour Party in the battle over the soon-to-be-late and unlamented Haringey Development Vehicle. <br/> <br/> Meanwhile Cllr Kober is complaining that her exit and the likely failure of the scheme are down to a corps of bullying and sexist fanatics who have taken over her Party.<br/> <br/> Neither is choosing to mention that the scheme is about to fail because of its inherent flaws, and that those flaws were first effectively exposed and opposed, not by "democratic socialists" or by "the great unwashed" (according to ones preference) but by a group of Liberal Democrat Councillors a year ago.<br/> <br/> It was those Liberal Democrats who got the Council's Scrutiny Committee to call in the scheme, who revealed that £2 billion in Council assets was to be wagered at one go in a property venture for which the Council had no experience or competence, that it could easily end in ruin if the property market declined.</p>
<p>It was those Liberal Democrat Councillors who made it known that whether the scheme succeeded or failed, the price of that scheme would be payed by the people who would be kicked out of their homes with no clear promise as to when or where they would be able to return.<br/> <br/> It was thanks to those Liberal Democrats that opposition took hold and spread beyond the Opposition Group.</p>
<p>It is thanks to the Liberal Democrats calling an extraordinary meeting of the Council that at last ALL members of the Council have finally be got the opportunity to vote the scheme up or down.</p>
<p>And it is the Haringey Liberal Democrats who have worked out how to apply £148 million to the building of new council and affordable homes. <p>In May, the voters will have a choice. They can choose a one-party state run by a dysfunctional Labour Group which is split between dabblers in development schemes and intolerant practitioners of 1970s-style gesture politics - yes Cllr Kober's allegations ring true even if they don't explain the reasons for her fall.<br/> <br/> Or the voters can choose the Liberal Democrats, who actually do the hard work of seeing that the Borough is properly run and that affordable and council homes are actually built.<br/> <br/> I know what I will choose.</p>

<p>No doubt people on here will be happy but I’ve no doubt we will end up with a worse council without the vision or ability to lead significant change. Just as we are now seeing with those brexiteers who wanted Britain out of the EU without a vision for what this may actually look like I expect we will see the same for Haringey as far as development and housing goes.</p>
