I'm still shaking my head at this. The Council has spent so much on something noone wants. I don't know why the English don't stand up to this sort of thing. It would never happen in Turkey or Greece. This guy sums it up perfectly.

Despite consultation results that have rejected the proposal, the Council are proceeding with the road renaming. Today, they issued the following statement.

A legal order issued on 7 December will set the renaming process in motion after Haringey Council’s Corporate Committee voted to change the name of Black Boy Lane to La Rose Lane. The name change will happen officially on 23 January 2023.

It doesn't do much for one's faith in the due process of the council. If they were going to do it anyway, why tease the local population with a meaningless consultation?

The item came to committee on 15 Sept, but the above statement has only just been issued. The relevant part of the agenda reports pack is attached below.
- it is opposed by residents and businesses on Black Boy lane who will bear the brunt of years of adminstrative problems

Last night the Council's Corporate Committee voted to change the name of Blackboy Lane to La Rose Lane. The change comes after a drawn out process started by the previous Council leader in 2020.

The vote came after a 'further period of consultation' which ended last month. The report sent to committee last night summarised the vote conducted during the 'further consultation' as showing 78% of all respondents being against the name change, 22% in favour. The voting of Blackboy Lane residents was very similar.

The introduction of the report sent to committee on the issue said

If the Committee decides not to make the Order, (it) would demonstrate that the Council has actively sought local resident views, the majority of whom object to the proposal....

a decision not to make an Order would mean that the name which has been found to be offensive by local residents and visitors to the borough would continue to be in place. The catalyst for the consideration of this renaming was the establishment of the Commission on Diversity in the Public Realm by the Mayor of London. Not going ahead with the renaming at this point would not capitalise on the momentum created by the Black Lives Matter movement

The report to Committee also recommended:

a support package including a ‘voluntary payment’ of £300 and administrative assistance be made available to all households and businesses of Black Boy Lane to minimise any inconvenience resulting from the processes required to reflect the renaming.

I do not currently have details on whether or not this part of the recommendation was also accepted.

The name will change to La Rose Lane from 1st February 2023.

I noticed that the road sign for Black Boy Lane at the St Ann's Road end has reappeared.

Perhaps now is the time for a campaign to put up another sign explaining the possible or probable (take your pick) origins of the road name Black Boy Lane – I refer to the 'Charles II nickname' theory.

Of course, those of you who have been following this issue will have little faith in these consultation results. You will have leaned that the Council may have sought to swing the result the way it wanted by approaching select groups through the local Labour Party apparatus and asking them to reply to the consultation to support the name change.

So, there you go, no surprises here: that's how politics is done in Haringey these days.

For the record the author of this post has no objection to street renaming where the existing name clearly causes offence and where widespread support for the change can be proved.

Sent on 11th February 2021

On behalf of Tottenham Labour Party, I am asking you to spare a few moments of your time to take part in Haringey Council’s consultation on changing the name of Black Boy Lane, and to support the renaming of the street as La Rose Lane.

The consultation closes on Friday 19th February, it’s a good idea to take part as soon as you can. For information about the consultation click here and to go directly to have your say please click here. [Link given]

The initiatives by the leadership of Haringey Council on the naming and renaming of streets and buildings have been given impetus through solidarity with the Black Lives Matter movement, and are supported by Haringey Stand Up to Racism as well as Tottenham Labour Party.

Nandi Maseko, a young Black woman who attended a delegation to the Council in July, on behalf of Haringey Stand Up to Racism, expressed the issue eloquently. She said-

“I went to Park View School and so I passed Black Boy Lane every day. I found it quite degrading. All my school friends could feel the racist and offensive connotations of the name. This no doubt had an effect on our self image as Black children.

“Whatever the origins of the name, this is now a racist and offensive term. It should be removed and replaced by a name which honours those who fought racism and helped to build up this country. This will help promote dignity and pride in our community.”

The Green King Pub chain has also agreed to change the names of several of its pubs which are called ‘The Black Boy’.

John La Rose, who the new street name is proposed to commemorate, was described as the elder statesman of Britain’s Black communities. Before coming to live in Haringey, John La Rose fought for the freedom and independence of the Caribbean from the British Empire. His life and activity represented so many aspects of the movement we are part of - from organising and campaigning against racism, for socialism and workers’ rights, to his poetry and his great contribution to developing art and culture. When John La Rose died in 2006, Jeremy Corbyn put down an Early Day Motion in Parliament to recognise his life and his work.

This is not a change to a statue or a single Building. This is a change that disrupts the life of residents of over one hundred buildings, some of which are maisonettes and conversions. So you can imagine the number of adults and children's records that are impacted by this proposal.

Some residents are families of the Windrush generation who's parents moved into the road in the nineteen sixties. Some of those families see no need for the change and the disruption that will result.

It is known that some of the Councilors that are objecting to this motion are Black and come from a part of the world where real prejudice and segregation was experienced.

There are much more pressing issues that impact Black Boy Lane, where such money can be better spent, traffic enforcement is one such issue.
